Kobe Nunobiki Herb Gardens & Ropeway is a scenic mountain resort and herb garden complex in Kobe, Hyogo, featuring Japan’s largest herb garden with about 75,000 herbs and flowers of around 200 species blooming year‑round across 12–14 themed garden areas.

The gardens include a welcome garden with a Germanic castle‑gate rest house, a lavender garden (blooming May–July), a four‑season garden, a fragrant garden, a kitchen potager with vegetables and herbs, a glasshouse with tropical plants and exotic fruits like guava and banana, a waterfall patio with tiered flower beds, an herb museum, and a rose garden.

Access is by the 10‑minute Shin‑Kobe Ropeway from downtown Kobe, which offers panoramic views of Kobe, Osaka Bay, and the Nunobiki Waterfall, and on clear days you can see as far as Wakayama and the Seto Inland Sea. At about 400 meters altitude, the site has a restaurant serving colorful herb‑inspired dishes, a cafe lounge and terrace inspired by old Kobe Western houses, an outdoor market, hammocks for relaxing, and a nighttime “Forest of Illumination” light show with stunning city night views; it is also a popular spot for autumn red foliage and illuminations.
