Founded in 1895 through a dedicated botanical garden foundation and developed from 1897 to 1900 by local teachers, botanists, and gardeners into an English landscape-style teaching garden, it features historic elements like a protected garden house with a tower and a natural spring.

As the last surviving civic garden before the eastern city wall, it pairs seamlessly with the nearby Museum of Natural History completed in 1947 to blend practical botany with regional flora and fauna exploration, and remains open daily for free public visits.
